Northwestern College Hosts 2-Day Training for Law Enforcement Conducted by Northeast Counterdrug Training Center

[Bridgeview, IL]  Northwestern College this week served as the host location of the Northeast Counterdrug Training Center’s (NCTC) 2-day course entitled, “Technologies Utilized Against Police & Prosecutors,” which was held February 4-5 at the College’s Bridgeview Campus.  Law enforcement officers, prosecutors and personnel involved with military and law enforcement intelligence from local, state and federal agencies attended the event which was taught by James A. Dill, a frequent contractor for the NCTC.  Dill is a thirty year law enforcement officer with the Pennsylvania Attorney General’s Office, assigned to the Investigative Technology Unit.

This training event was brought to Northwestern College with the assistance of Randy Meyers, the Administrative Director of the South Suburban Major Crimes Task Force as well as a Northwestern College Criminal Justice Instructor.  Meyers is also a retired Commander of the Oak Lawn Police Department.

The 2-day, 16 hour NCTC course on technologies used against police and prosecutors identified various forms of technology currently being used to avoid or detect law enforcement and military investigations.  While nearly every major investigation incorporates technologies in the investigative process, most officers aren’t cognizant of what technologies their targets may be employing against them.  This class examined multiple technologies as simple as Caller ID to more complex ones such as digital and electronic steganography (concealment/encoding of hidden messages), however, from the perspective of investigating officers.  Mitigation of such technologies was also outlined.

The Northeast Counterdrug Training Center serves military, state, federal, and local law enforcement officials and community prevention specialists by offering unique counterdrug training courses focused on topics such as operations and interdiction, interrogation, undercover operations, leadership, terrorism, intelligence, and drug demand reduction. Although located in Annville, Pennsylvania where it provides the majority of its training opportunities, conferences, and planning sessions, in 2007 NCTC developed its Mobile Training Teams (MTT) as a result of the growing demand for its specialized training.  MTTs effectively deliver NCTC course offerings (such as the Technologies Used Against Police & Prosecutors course taught this week at Northwestern College) throughout an 18-state region and the District of Columbia. NCTC instructors are subject-matter experts with extensive education and training backgrounds and proven successes.

Northwestern College continues to serve as a resource for the local law enforcement community by providing a venue for numerous training sessions and operations throughout the year.
