"(The officer) spoke with Rauch who stated she was going to walk home or to her brother's house," the report said, adding that she was told not to leave the scene.

The officer noticed that Rauch was slurring her words and that her breath smelled like alcohol, the report said. Asked if she had been drinking, she told the cops she had three glasses of wine at her brother's house within the hour.

Police escorted her to a squad car, which they said she refused to enter. The officer eventually coaxed her into the car and took her to the where "she could perform field sobriety tests free of traffic and on even ground."
