DuPage County mayor group seeks to horse trade for tax increase

Horse racing season began recently in Illinois, but for DuPage County mayors horse trading season has begun as well.

Question: What’s the best way to gain support from elected officials for a tax increase plan that’s sure to be unpopular with voters?

The Daily Herald took a look at some actions taken by the DuPage Mayors and Managers Conference that exhibit the horse-trading environment in Springfield.
