They didn't receive badges, and they can't arrest anyone, but the graduates of the Tinley Park Police Department's first-ever citizens academy do have a better sense of the day-to-day duties of local law enforcement officials. The 12-week program, which began Jan. 17, was an idea Tinley Park Police Chief Steve Neubauer brought with him when he was hired in 2011 from his former post in Elmhurst.
